Who'll take responsibility?

So, it seems an air passenger passed away while landing, after landing, before descending – no one knows… Well, at the same time no one wants to take any responsibility of the same – The pilot who didn’t raise the correct flag on seriousness, Jet airways, the airport officials or the doctor who declared as the passenger as dead who allegedly came late.
