Strictly speaking, the verb agrees with the subject which is geographically nearer to it.

 

e.g.:    Either One man or two women are required for that job.

            Either two women or one man is required for that job

           

Neither he nor they are responsible for the error.

Neither they nor he is responsible for the error.
